Ontario Human Capital Priorities is one of the Ontario’s Express Entry Streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. Human Capital Priorities uses a merit-based system to nominate highly-qualified skilled workers from the federal Express Entry pool who will be able to be lasting members of Ontario’s workforce.

申请条件 Program Requirements

快速通道建档入池 Express Entry Profile

安省快速通道优才类省提名项目，属于快速通道省提名。申请人需要先在快速通道系统中通过联邦技术类或加拿大经验类项目建档入池：

  • 联邦技术移民要求申请人拥有高中以上学历，并在过去10年内有不少于1年的符合加拿大国家职业分类 NOC-TEER中0/1/2/3 类的带薪、连续、全职或叠加等同时长的兼职工作经验，工作经验可以在加拿大境外取得。同时，英语或法语能力达到加拿大语言水平分级CLB7级或以上。
  • 加拿大经验类要求申请人过去3年内有不少于1年的，符合加拿大国家职业分类 NOC-TEER中 0/1/2/3 类加拿大本地全职工作经验。可以通过1份全职工作累积、1分兼职工作叠加、几份全职或兼职工作叠加累积完成。如果工作经验是通过从事属于职业分类NOC中技能等级A类的工作累积，英语或法语能力需要达到CLB7级或以上。如果从事技能等级B类的工作累积，英语或法语能力需要达到加拿大CLB5级或以上。

Ontario Human Capital Priorities is aligned with the federal Express Entry system. In order to be considered, candidates must have an active Express Entry profile in either Federal Skilled Worker (FSW) or Canadian Experience Class (CEC):

  • Federal Skilled Worker requires candidates to have, at minimum, a high school diploma, as well as at least one year of continuous full-time, skilled work experience. Work experience is considered skilled if obtained in a position at National Occupational Classification (NOC) TEER 0, 1, 2 or 3. Candidates must also demonstrate language proficiency in English or French consistent with Canadian Language Benchmark (CLB) level 7.
  • Canadian Experience Class has no minimum education requirement. CEC candidates must have a minimum of one year of full-time Canadian skilled work experience. This work experience does not have to be continuous, but it must have been obtained within the three years prior to application. Work experience is considered skilled if obtained in a position at NOC TEER 0, 1, 2 or 3. Candidates must also demonstrate language proficiency in English or French consistent with CLB level 7 for work experience obtained at NOC Skill Level 0 or A and CLB 5 for work experience obtained at NOC Skill Level B.

快速通道综合打分系统最低要求 Minimum CRS Score

所有符合快速移民通道入池条件的申请人，都将被纳入候选人名单。通过快速移民通道综合打分系统针对申请人建档时填写的关键信息打分，并将分数由高到低排名。排名靠前的候选人才能收到被动移民邀请函，进而递交移民申请。安省快速通道优才类省提名项目要求申请人在快速通道中的综合打分不低于400分。安省政府曾短暂降低该最低分数要求，但不能保证未来会有类似降分情况发生。

All candidates in Express Entry are assigned a score based on their profile. This score is called the Comprehensive Ranking System (CRS) score. In order to be eligible for the Ontario Human Capital Priorities stream, a candidate’s CRS score must be 400 points or higher. There have been instances where OINP has briefly lowered the minimum score requirement in the past, but there is no guarantee this will happen again in the future.

1. 工作经验 Work experience

如通过联邦技术移民入池
  • 累积不少于1年的符合加拿大国家职业分类 NOC-TEER中0/1/2/3 类的带薪、连续（同一份工作期间中断不超过1年）、全职或叠加等同时长的兼职工作经验。
  • 工作经验必须在递交省提名申请之日起的过去5年内累积（与技术移民项目的10年内略有不同）。并且该工作必须与申请人入池快速通道时选择的主要职业相同。
  • 工作经验可以在加拿大境内或境外累积。
  • 如果工作经验涉及自雇，申请人需要提供可供第三方调查机构验证的，包括但不限于推荐信、发票等在内工作证明或就业文件。来自商业伙伴或家庭成员的推荐信不予采纳。
  • 满足联邦技术移民六项打分67分最低要求。
如通过加拿大经验类移民入池
  • 累积不少于1年的符合加拿大国家职业分类 NOC-TEER中0/1/2/3 类的带薪、连续、全职或叠加等同时长的兼职工作经验。
  • 工作经验必须在递交省提名申请之日起的过去3年内累积。并且该工作与申请人入池快速通道时选择的一个或多个职业相同。
  • 累积工作期间必须拥有加拿大合法身份。
  • 就学专上院校期间累积的带薪或自雇工作经验不予接受。
重要事项
  • 义工及无薪实习工作经验不被接受。
  • 由带薪休假、公共政策、公司政策规定的假期、病假或其他暂离工作岗位不是做工作中断。
if, Federal Skilled Worker Program
  • At least one year of continuous (no breaks in employment over a one year period), paid and in a full-time work experience (or the equivalent in paid part- time work) in TEER Category 0, 1, 2 or 3 of the National Occupational Classification (NOC).
  • Your work experience must have been obtained within the last five years from the date of submitting your application to the the province and in the same primary occupation that yo selected in your Express Entry profile.
  • Your work experience can be gained  in Canada or overseas.
  • If you are using periods of self-employment, you will need to provide employment documentation that is independently verifiable through third parties. (Reference letters,  evidence of ongoing payments  for the services provided (for example, invoices)… Reference letters from business partners and/or a family member are not accepted by the program.
  • If you choose to be assessed against the Federal Skilled Worker Program (FSWP), you must score at least 67 points on the six selection factors of the program.
if, Canadian Experience Class
  • At least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Canada in TEER Category 0, 1, 2 or 3 of the NOC (In this option it does not have to be one year of continuous work).
  • Your work experience must have been obtained within the last three years from the date of submitting your application to the province and in one or more of the occupations that you identified in your Express Entry profile.
  • Your work experience have to be gained  in Canada while maintaining legal status.
  • Paid work experience gained while studying full-time at a post-secondary institution (for example, on a co-op work term) and self-employment are not eligible under this option.
Important note under both programs
  • Volunteer work and unpaid internships do not count as work experience.
  • Vacation periods, regular sick leave and other standard paid leave entitlements as provided for in collective agreements, workplace legislation and/or individual employer policies are not considered interruptions to full-time employment.

2. 学历要求 Education

You must have a Canadian bachelor’s, master’s or PhD degree or its equivalent in another country. (If you completed your studies outside of Canada, you need to obtain an Educational Credential Assessment of your studies)

3. 语言要求 Language

为满足安省快速通道优才类省提名的语言要求，申请人的英语或法语听、说、读、写四项都达到加拿大语言水平分级CLB7级或以上标准。另外，任何被认可的语言测试有效期为两年。

You must be able to understand, read, write and speak either English or French at a Canadian Language Benchmark (CLB) level 7 or higher. To prove that you have the mandatory language skills, you must take an approved English or French language test before you submit your application to this stream. Remember the language tests have a validation of only two (2) years.

4. 资金证明 Settlement funds

安省优才计划省提名申请人还需满足一定的资产条件，并通过以下方式证明其有足够的经济能力支持自己、配偶、同居伴侣、22周岁以下子女等在安省的生活：

  1. 提供诸如借记账户、定存账户、互惠基金账户等能够反映存款数额或各类投资数额的银行对账单证明资金充足。
  2. 在安省持续就业，赚取年薪。
  3. 在安省有就业机会。

请注意，如果隐含对账单显示单笔大额存款，申请人可能需要提供额外文件，以证明其资金没有相应负债。

To successfully settle in Canada, it’s essential to ensure you have sufficient financial resources to support yourself and your dependent family members, which include your spouse, common-law partner, and children under the age of 22, including their children. You can fulfill this requirement through various means:

  1. Demonstrating adequate funds through bank statements or statements of accounts reflecting various investments such as debit accounts, fixed-term deposits, mutual funds, etc.
  2. Earning an annual income from ongoing employment in Ontario.
  3. Having a job offer in Ontario.

Please be aware that if your bank statements include a one-time significant deposit, additional documentation may be requested to ensure your funds are free of debt or liability.

5. 安省居住意愿 Intention to live in Ontario

在申请安省省提名的过程中，向安省政府表达强烈的居住意愿至关重要。可以通过目前就业、工作机会、教育目标、义工工作、物业所有权或租赁凭证、访问记录、职业发展、家庭成员，和个人人脉关系等与安省的强纽带链接，表达未来在安省定居的意愿。

It’s crucial to demonstrate your intention to reside in the province. This can be established through various ties to Ontario, including past or current employment, job offers, educational pursuits, volunteer work, property ownership or leasing, visits, professional connections, family bonds, and personal relationships. These ties indicate your commitment to making Ontario your home after being granted permanent residency.

6. 加拿大合法身份 Legal status in Canada

如果递交安省省提名申请时申请人身处加拿大境内，则在自递交直至获批省提名的整个过程中，申请人必须拥有包括学习许可、工作许可、访问许可在内的有效加拿大合法身份。在整个省提名申请及审理过程中，申请人可以处于隐含身份状态，并在现有许可条件下工作或学习直至联邦移民部针对永居身份申请做出批复。

If you’re applying from within Canada for the Ontario Immigrant Nominee Program (OINP), it’s essential to have legal status, such as a visitor record, study permit, or work permit, at the time of application and to maintain that status until the nomination. You can also apply if you’re in ‘implied status’, which means you’ve applied to renew or extend your temporary status document before its expiry with Immigration, Refugees and Citizenship Canada (IRCC). During this time, you can stay in Canada and continue working or studying under your existing permit’s conditions until a decision is made on your pending IRCC application.

申请流程 Application Procedure

安省优才计划施行邀请制，不接受申请人主动申请。申请人需要先在快速通道系统中建档入池，安省政府在快速通道池中筛选出感兴趣的候选人发放意向通知函。请注意，仅满足最低申请条件并不能保证省提名候选人获发意向通知函。

安省政府定期公布意向通知函发放情况，以及中选者相应的快速通道综合打分范围。意向函会直接发放到申请人的快速通道门户网站账户，并与其快速通道档案关联。省提名申请人必须缴纳$1,500加币的申请费，并在45天内向安省政府递交完整的省提名申请材料。申请人会通过邮件以及联邦移民部在线门户网站账户，收到获批安省省提名的通知。

申请人必须在30天内在快速通道系统中选择「接受」或「拒绝」安省省提名。一旦接受提名，移民候选人会在快速通道综合打分系统中获得额外600分，确保申请人会在下一次抽取获得从联邦移民部发出的移民邀请函。受邀后，移民申请人必须在60天内向联邦政府递交永久居民权申请。快速通道省提名联邦阶段审理周期一般在6个月左右。

The Ontario Human Capital Priorities stream operates on an invitation only basis. To apply to the stream, candidates who meet the minimum eligibility requirements must create an Express Entry profile. They must then wait to be issued a Notification of Interest (NOI) from the province of Ontario. Note that simply meeting the minimum eligibility requirements does not guarantee that a candidate will receive an NOI. The province of Ontario reviews Express Entry profiles and issues an NOI to those candidates the province may be interested in nominating. Only candidates who receive an NOI are eligible to submit an application to the OINP for provincial nomination.

OINP regularly announces recent rounds of NOI’s issued and the CRS score range of recipients. Once a candidate receives an NOI, they have 45 calendar days to prepare and submit an online application through the OINP e-Filing Portal. The OINP application fee is $1,500 CAD. If the province approves the application, Ontario will notify the applicant they have been selected for provincial nomination. This notification will be sent to the applicant’s IRCC online account.

After accepting the provincial nomination, the applicant’s CRS score will increase by 600 points, virtually guaranteeing they will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw. After receiving an ITA, the applicant must prepare and submit an official application for Canadian permanent residence within the designated timeframe. Applications for permanent residence submitted through Express Entry are generally processed within six months.

技术岗位抽取 Tech Draws

安省优才计划挑选在快速通道系统档案中拥有下列工作经验的候选人发出省提名意向通知函，使其有机会长期融入安省相关行业劳动力市场。符合条件申请人的快速通道中档案，必须处于活跃状态，并能证明其工作经验符合下列加拿大国家职业分类代码之一。通过安省优才计划岗位定向抽取收到意向通知函的候选人，在省提名申请获批后，会在快速通道综合打分系统中获得额外600分。

The OINP conducts draws targeted to tech workers under the Human Capital Priorities stream aligned with the Federal Express Entry system. These draws are intended to identify those with work experience in tech, in order to join the thriving Ontario tech sector. Eligible candidates will have an active Express Entry profile, qualify under Human Capital Priorities criteria, and will be able to prove work experience in one of the following NOC codes. Those who receive a Notification of Interest through a tech-targeted draw will receive a nomination from the province and 600 additional CRS points.
