Canada’s network of immigration programs includes a multitude of opportunities for international graduates to apply for permanent residence after study.The international graduate provision is spearheaded by the federal Express Entry system, which includes specific points for Canadian education. Elsewhere, the employer-driven Atlantic Immigration Program has a specific stream for international graduates. Ontario, Canada’s largest province, leads the way among the provincial nominee programs, with three streams aimed at different levels of graduates, only one of them requiring a job offer. Quebec’s international graduate stream also does not require a job offer, provided the candidate has an advanced level of French.

British Columbia, Saskatchewan, Manitoba, Nova Scotia and Newfoundland also have specific international graduate streams. Alberta includes a provision for international graduates under the Alberta Opportunity Stream. New Brunswick and Prince Edward Island do not have specific streams, although they are covered under the Atlantic Immigration Program. Several of the provinces require the graduate to hold a Post-Graduation Work Permit. This document gives graduates a window of up to three years to gain the required work experience to qualify for Canadian permanent residence.

快速移民通道 Express Entry for International Students (EE)

At the federal level, the current government has made it easier for international graduates to achieve Canadian immigration by introducing points under Canada Express Entry. In November 2016, Comprehensive Ranking System points were added for three-year post-secondary, master’s, professional degrees and doctorates (30 CRS points) and post-secondary diplomas lasting one or two years (15 CRS points). No points are awarded for a Canadian high school education or below. This gives many graduates the extra push they need to achieve a coveted Invitation to Apply.

大西洋移民项目 Atlantic Immigration Program (AIP)

The Atlantic Immigration Program includes a stream specifically for international graduates.It allows graduates with a job offer who meet requirements to immigrate to Nova Scotia, Newfoundland & Labrador, New Brunswick and Prince Edward Island.

  • Job offer for skill NOC 0, A, B, or C for at least one year.
  • Score at least a level 4 in the Canadian Language Benchmark exam in English or the Niveaux de Compétence Linguistique Canadiens in French.
  • A minimum two-year degree, diploma, certificate, or trade or apprenticeship credential from a recognized publicly-funded institution in an Atlantic province.
  • Been a full-time student in Canada for at least two years.
  • Graduated in the 12 months prior to the application date.
  • Lived in one of the Atlantic provinces for at least 16 months in the last two years before graduation.
  • Had a visa or permit to work, study or train in Canada.
  • Candidates must also complete a Settlement Plan and be provincially endorsed as part of the Atlantic Immigration Program.

安大略省 Ontario

雇主担保类-国际学生通道 Employer Job Offer: International Student stream

  • 安省雇主提供的符合加拿大国家职业分类 NOC0/A/B类的永久工作机会；
  • 在加拿大学习并从学院或大学毕业，取得 1 年以上的证书、文凭或学位；
  • 在获得毕业证书的两年内申请省提名；
  • 申请时在加拿大境内有合法身份；
  • A permanent and full-time job offer under NOC 0, A or B that meets entry wage levels for Ontario.
  • Graduated or met requirements of a full-time minimum two-year degree from a publicly-funded Canadian college or university; or Graduated or met requirements of a full-time minimum one-year post-graduate diploma program from a publicly-funded Canadian college or university.
  • Apply within two years from the date you completed the above course.
  • Having legal status in Canada.

国际学生类-博士毕业生通道 International Student Immigration Category: PhD Graduate stream

  • 从安省所属指定公立院校完成至少2年的博士项目毕业；
  • 有未来在安省长期定居并工作的主观意愿；
  • 申请只能在安省境内或加拿大境外递交，如果在安省境内递交需要有合法身份；
  • 拿到学位或满足毕业条件后两年内递交申请；
  • Graduated from a PhD degree program at a publicly funded Ontario university and have completed at least two years of study.
  • Intend to live and work in Ontario.
  • Must either legally live in Ontario or live abroad. Applications from elsewhere in Canada will not be accepted.
  • Application must be within two years of date on master’s degree certificate.

国际学生类-硕士毕业生类 International Student Immigration Category: Masters Graduate stream

  • Intend to live and work in Ontario.
  • Must either legally live in Ontario or live abroad. Applications from elsewhere in Canada will not be accepted.
  • Application must be within two years of date on master’s degree certificate.

Conditions to qualify for the Quebec PEQ program (Graduate Quebec Studies Stream):

Completion of one of the following eligible diplomas：You must have resided temporarily in Québec for at least half of the study program on a study permit and have respected the conditions of your stay.
  • Bachelor Degree (University Undergraduate);
  • Master’s Degree, Doctorate;
  • DEC – diploma of college studies, technical training;
  • DEP – diploma of vocational studies) attesting to 1800 hours of study or more;
  • DEP followed by ASP – attestation of vocational specialization) attesting to a minimum of 1800 hours of continuing education and leading to a particular trade
Knowledge of advanced intermediate oral French: There are four options (only 1 required) in order to meet the French language requirement.
  • If you pursue studies in one of the eligible diploma programs listed above, completely in French, this confirms your knowledge of the required French language level; Or
  • Providing an attestation of results of a French test or diploma recognized by the authorities that demonstrates B2 (intermediate) French in oral comprehension and production; Or
  • Providing a final transcript attesting to the successful completion of an advanced intermediate level French course taken in Québec, in a recognized educational institution included on the list of French courses eligible under the PEQ; Or
  • Providing a regular licence to practise from a professional order in Québec or an attestation of fulfilment of the language requirements of a professional order in Québec or an attestation of successful completion of an examination administered by the Office Québécois de la langue française for the purposes of obtaining a regular licence to practise.

职业就业通道 Career Employment Pathway

职业就业通道（CEP）为已被曼省雇主聘用，且从事与所学专业一致紧缺职业的曼省指定高校毕业生，提供更加快捷的移民途径。满足条件的申请人将在毕业并获取聘用函后立刻申请曼省省提名。对于毕业于加拿大其他省份或并未从事紧缺职业的国际留学生，或许符合曼尼托巴技术工人类省提名项目下辖曼省技工通道申请条件。

  • 递交省提名申请前3年内，从曼省指定高等院校毕业，并获取至少1年（2学期制）的文凭。Must have graduated in the past 3 years from a designated post-secondary institution in Manitoba (minimum one year, two semesters, full-time coursework).
  • 语言达到加拿大语言水平分级 CLB7级（具体而言雅思四科达到 6.0 或思培四科达到 7.0）。Minimum CLB/NCLC 7 (or equivalent).
  • 受聘于符合要求的曼省雇主，与雇主签署至少1年的聘用合同，从事与在曼省所学专业相关的紧缺职业。Must have a full-time job offer from an eligible Manitoba employer, with a minimum 1-year contract on Manitoba’s published In-Demand Occupations list that is consistent with your completed program of studies in Manitoba.

新斯科舍省 Nova Scotia

新斯科舍省留学移民项目 Nova Scotia Study and Stay

新斯科舍省留学移民项目针对来自中国、印度及菲律宾的国际学生；在留学期间为他们提供必要支持，协助他们在新省安居并发展成功的职业生涯。The Nova Scotia Study and Stay program specifically targets international students from China, India and the Philippines, providing them with support for the duration of their courses to help them develop a successful career in the province.

通过招聘会、职业研讨会、社交活动及实习机会等方式帮助他们实现上述目标。新省也参与大西洋移民项目（见上）。It does this through employment events, activities and workshops, plus career workshops and opportunities to learn in the workplace. Nova Scotia is also part of the Atlantic Immigration Pilot (see above).

新斯科舍国际毕业生企业家移民 International Graduate Entrepreneur

  • 语言成绩达到加拿大语言水平分级 CLB7。Minimum score of 7 on the Canadian Language Benchmark in speaking, listening, reading and writing in English or French.
  • 持有有效毕业后工作许可。Valid post-graduation work permit.
  • 在新斯科舍省大学或社区学院获得2年或以上的高等教育学历。Have completed a degree or diploma including minimum 2 academic years of full-time, in-person study at a Nova Scotia university or the Nova Scotia Community College.
  • 至少1年不间断的参与自有企业积极经营管理的经验（100%持股）。Minimum one year of continuous experience actively managing and owning your current Nova Scotia business (100 per cent ownership).
  • 证明以后在新斯科舍定居并积极参与自有企业管理的意向。Want to live permanently in Nova Scotia while owning and actively managing a Nova Scotia business.
