Ontario In-Demand Skills is one of the Employer Job Offer streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. In-Demand Skills targets foreign nationals who have at least 9 months work experience in one of the province’s in-demand occupations, obtained within Ontario, and who possess a valid job offer from an Ontario employer. Candidates who are successfully nominated through the Ontario Foreign Worker Stream will be invited to submit an official application for Canadian permanent residence.

安雇国际学生申请条件 Program Requirements

工作机会 Job Offer

符合要求的省提名候选人，必须获得安省合规雇主出具的全职且有效的工作机会，且雇主提供的报酬必须等于或高于安省该职业的薪资中位数。同时，该岗位必须属于安省紧缺职业列表之一。

In order to qualify for the Ontario In-Demand Skills stream, a foreign national must have a valid job offer from an Ontario employer. The job offer must be for a full-time position, paid at or above the median wage level for that occupation in Ontario. The position must be in one of the OINP In-Demand Occupation.

语言能力 Language Proficiency

安省雇主担保紧缺职业类省提名通道要求申请人的英语或法语能力达到加拿大语言水平分级CLB4级或以上。

The In-Demand Skills stream requires a minimum language proficiency score, in either English or French, consistent with the Canadian Language Benchmark (CLB) level 4.

学历要求 Level of Education

安省紧缺职业通道申请人必须完成等同于加拿大高中或以上的学历。

All applicants to this stream must have completed an educational credential equivalent to a Canadian high school diploma or higher.

工作经验 Work Experience

安省紧缺职业通道申请人必须在过去三年内，累积至少九个月（1200小时）的带薪、全职、紧缺职业工作经验。该工作经验必须在安省境内累积，且与工作机会上标注的紧缺类国家职业分类NOC保持一致。

Any person applying to OINP In-Demand Skills must have a cumulative amount of at least 9 months (1200 hours) of paid full-time work experience obtained within the previous 3 years. This work experience must have been obtained in Ontario and be in the same in-demand NOC code as the occupation listed on their Ontario job offer.

执照要求 Licence

如果工作机会所示的岗位对申请人有执照要求，则申请人必须持有由安省合规监管机构颁发的，且与安省雇主出具工作机会所述工作岗位相对应的执照、证书或授权。

If the position being offered to the applicant requires a licence to practice in Ontario, then the applicant must hold the valid licence, certificate, or authorization to practice the profession. The licence must have been issued by an eligible regulatory body in Ontario.

资金证明 Settlement Funds

安省紧缺职业省提名候选人需要通过提供自身的财务证明文件或维持就业，证明其满足加拿大移民、难民及公民部制定的有关定居资金的要求。

All candidates for the Ontario In-Demand Skills stream must meet the settlement funds requirement as determined by Immigration, Refugees and Citizenship Canada (IRCC). This can be demonstrated through their own finances, or through maintaining a valid offer of employment.

居住意愿 Intention to Reside

所有安省省提名申请人必须提供包括但不限于过往教育和/或工作经历、省内房产物业投资、家庭关系、社会活动等在内的证明材料，证明其有意向在安省永久定居。

All applicants to the Ontario Immigrant Nominee Program (OINP) must prove their intention to reside in the province. This can be shown through connections to the province (relatives, past education, etc.), investment in the province (purchase of property), or efforts to participate in Ontario society (volunteering, work experience, etc.).

雇主资质 Employer Requirements

符合安省雇主担保海外劳工类别的申请人，必须获得安省合规雇主授予的有效工作机会。

In order for a candidate to apply to the Ontario International Student stream, they must have a valid job offer from an eligible Ontario employer.

工作机会要求 Job Offer Requirements

雇主必须提供全职、永久性，且薪资符合安省相关行业标准的工作机会。

The employer must offer a full-time, indeterminate position with a wage that meets industry standards.

企业资质 Business Requirements

安省雇主担保项目合规企业必须在安省创建并设立固定经营场所，并在递交担保申请时至少拥有三年的良好运营历史。同时，企业还必须满足最低年营业额和雇员要求：

• 大多伦多地区内（多伦多市、杜兰区、荷顿区、约克和皮尔区）：递交申请前一财年年营业额不少于$100万加币，且聘用至少五名加拿大公民或永久居民全职员工。
• 大多伦多地区外：递交申请前一财年年营业额不少于$50万加币，且聘用至少三名加拿大公民或永久居民全职员工。

The business must be established and in good standing in Ontario with a history of good workplace and business practices. The business must also meet minimum gross annual revenue and employee requirements:

• Inside of the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions): A minimum of $1 million CAD in gross annual revenue, and; At least five full-time employees who are Canadian citizens or permanent residents.
• Outside of the Greater Toronto Area: A minimum of $500,000 CAD in gross annual revenue, and; At least three full-time employees who are Canadian citizens or permanent residents.

招聘要求 Recruitment Requirements

申请流程 Application Procedure

符合条件的候选人可以随时通过安省省提名电子申请门户网站随时提交意向书入池。安省政府通过意向表达系统根据省提名候选人条件为其打分并排序，在每次抽取中择优发放省提名申请邀请函。

收到邀请后，省提名申请人需要在14天内提交完整的申请材料。审批结果将通过电子申请门户网站内的ONe-Key账户告知被提名人。省提名获批后，移民申请人向联邦移民部递交永久居留权申请。由于该通道属于普通纸质省提名项目，联邦审理周期在18至22个月左右。

This stream operates under the OINP Expression of Interest system. Eligible applicants can submit an EOI through OINP’s e-Filing Portal throughout the year for the chance to be invited to apply for nomination. Profiles are ranked on an OINP points-based system. The highest-ranking candidates will be issued an invitation to apply in one of the OINP draws.

Once an invitation is received, the applicant has 14 calendar days to apply for nomination. If the province approves the application, Ontario will notify the applicant they have been selected for provincial nomination. This notification will be sent to the applicant’s ONe-Key account within the e-Filing Portal.

After receiving a provincial nomination, an applicant must submit a federal application for Canadian permanent residence. Applicants in this program must complete and submit a paper-based application for permanent residence and submit it by mail to the appropriate application centre. Paper-based PNP applications for permanent residence are generally processed within 18-22 months.
