Ontario Skilled Trades is one of the Human Capital streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. Ontario Skilled Trades issues provincial nominations to skilled tradespeople with active Express Entry profiles who are already living in Ontario and have Ontario work experience in a skilled trade.

快速通道建档入池 Express Entry Profile

安省快速通道法语类省提名项目，属于快速通道省提名。申请人需要在快速通道系统中通过联邦技术类、联邦技工移民或加拿大经验类项目建档入池：

  • 联邦技术移民要求申请人拥有高中以上学历，并在过去10年内有不少于1年的符合加拿大国家职业分类 NOC-TEER中0/1/2/3 类的带薪、连续、全职或叠加等同时长的兼职工作经验，工作经验可以在加拿大境外取得。同时，英语或法语能力达到加拿大语言水平分级CLB7级或以上。
  • 加拿大经验类要求申请人过去3年内有不少于1年的，符合加拿大国家职业分类 NOC-TEER中 0/1/2/3 类加拿大本地全职工作经验。可以通过1份全职工作累积、1分兼职工作叠加、几份全职或兼职工作叠加累积完成。如果工作经验是通过从事属于职业分类NOC中技能等级A类的工作累积，英语或法语能力需要达到CLB7级或以上。如果从事技能等级B类的工作累积，英语或法语能力需要达到加拿大CLB5级或以上。
  • 联邦技工移民对申请人并无最低学历要求，但要求申请人在过去5年内有不少于2年的带薪、连续、全职或叠加等同时长的兼职技工类工作经验，工作经验可以在加拿大境外取得。

Ontario French-Speaking Skilled Worker is aligned with the federal Express Entry system. In order to be considered, candidates must have an active Express Entry profile in either Federal Skilled Worker (FSW), Federal Skilled Trades (FST) or Canadian Experience Class (CEC). As candidates are required to have an active Express Entry profile in either FSW, FST or CEC, the minimum requirements are aligned with the requirements of those programs:

  • Federal Skilled Worker requires candidates to have, at minimum, a high school diploma, as well as at least one year of continuous full-time, skilled work experience. Work experience is considered skilled if obtained in a position at National Occupational Classification (NOC) TEER 0, 1, 2 or 3. Candidates must also demonstrate language proficiency in English or French consistent with Canadian Language Benchmark (CLB) level 7.
  • Canadian Experience Class has no minimum education requirement. CEC candidates must have a minimum of one year of full-time Canadian skilled work experience. This work experience does not have to be continuous, but it must have been obtained within the three years prior to application. Work experience is considered skilled if obtained in a position at NOC TEER 0, 1, 2 or 3. Candidates must also demonstrate language proficiency in English or French consistent with CLB level 7 for work experience obtained at NOC Skill Level 0 or A and CLB 5 for work experience obtained at NOC Skill Level B.
  • Federal Skilled Trades has no minimum education requirement. FST candidates must have at least 2 years of full-time work experience in a skilled trade occupation. Candidates must also have either an offer of employment to work in a skilled trade in Canada or a certificate of qualification in their skilled trade issued by a Canadian authority.

Candidates for Ontario Skilled Trades must be residing in Ontario at the time of their application. As well, candidates must be in possession of a valid work permit at the time the application is submitted.

语言要求 Language Proficiency

安省快速通道省提名技工类申请人必须在递交前两年内获得有效的英语或法语语言成绩。被认可的标准化语言测试听、说、读、写四项必须分别达到加拿大语言水平分级CLB5或以上。

All candidates must submit language test results demonstrating proficiency in either English or French at a minimum level equivalent to the Canadian Language Benchmark (CLB) level 5 in all four abilities. These language test results must have been obtained within the two years prior to application.

工作经验 Work Experience

省提名候选人必须在安省境内累积1年以上合规技术工种工作经验。

All candidates must have obtained work experience in Ontario in an eligible skilled trade.

资金证明 Settlement funds

安省技工类省提名候选人需要通过提供自身的财务证明文件或维持就业，证明其满足加拿大移民、难民及公民部制定的有关定居资金的要求。需要注意的是，通过加拿大经验类入池快速通道的候选人在联邦永居申请阶段无需提供资金证明，但在省提名阶段仍需提供。

All candidates for the Ontario Skilled Trades stream must meet the settlement funds requirement as determined by Immigration, Refugees and Citizenship Canada (IRCC). This can be demonstrated through their own finances, or through maintaining a valid offer of employment. Please note that candidates in the Canadian Experience Class (CEC) stream of Express Entry still must demonstrate proof of settlement funds for the OINP application. CEC candidates are exempt from showing settlement funds at the federal level, but not at the provincial level.

合规技工类工作经验 Eligible Skilled Trades Work Experience

安省技工类省提名候选人必须累积不少于一年的符合国家职业分类NOC主要组别72（交通官员除外）、73、82、83、93（飞机装配工和飞机装配检验员除外）或次要组别6320（厨师除外）带薪全职工作经验，或同等时长的带薪兼职工作经验。

如所从事的职业强制要求从业者拥有相关行业许可、证书或资质；则相关许可、证书或资质在递交省提名申请时必须有效。此外，只有在上述许可、证书或资质有效期内累积的工作经验才符合安省技工类省提名要求。

In order to be eligible for the Skilled Trades stream, candidate must meet at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Ontario Major Groups 72 (excluding occupations under transportation officers), 73, 82, 83, 93 (excluding aircraft assemblers and aircraft assembly inspectors) or Minor Group 6320 (excluding cooks) of the National Occupational Classification (NOC)

If the work experience was obtained in a compulsory trade (a trade requiring licensing or certification), then the license or certificate must be valid at the time of application. As well, OINP will only consider work experience obtained while the worker held valid certification or licensing as issued by the Ontario College of Trades.

申请流程 Application Procedure

安省技工类省提名项目施行邀请制，不接受申请人主动申请。申请人需要先在快速通道系统中建档入池，安省政府在快速通道池中筛选出感兴趣的候选人发放意向通知函。请注意，仅满足最低申请条件并不能保证省提名候选人获发意向通知函。

安省政府定期公布意向通知函发放情况，以及中选者相应的快速通道综合打分范围。意向函会直接发放到申请人的快速通道门户网站账户，并与其快速通道档案关联。省提名申请人必须缴纳$1,500加币的申请费，并在45天内向安省政府递交完整的省提名申请材料。申请人会通过邮件以及联邦移民部在线门户网站账户，收到获批安省省提名的通知。

申请人必须在30天内在快速通道系统中选择「接受」或「拒绝」安省省提名。一旦接受提名，移民候选人会在快速通道综合打分系统中获得额外600分，确保申请人会在下一次抽取获得从联邦移民部发出的移民邀请函。受邀后，移民申请人必须在60天内向联邦政府递交永久居民权申请。快速通道省提名联邦阶段审理周期一般在6个月左右。

The Ontario Skilled Trades stream operates on an invitation only basis. To apply to the stream, candidates who meet the minimum eligibility requirements must create an Express Entry profile. They must then wait to be issued a Notification of Interest (NOI) from the province of Ontario. Note that simply meeting the minimum eligibility requirements does not guarantee that a candidate will receive an NOI. The province of Ontario reviews Express Entry profiles and issues an NOI to those candidates the province may be interested in nominating. Only candidates who receive an NOI are eligible to submit an application to the OINP for provincial nomination.

OINP regularly announces recent rounds of NOI’s issued and the CRS score range of recipients. Once a candidate receives an NOI, they have 45 calendar days to prepare and submit an online application through the OINP e-Filing Portal. The OINP application fee is $1,500 CAD. If the province approves the application, Ontario will notify the applicant they have been selected for provincial nomination. This notification will be sent to the applicant’s IRCC online account.

After accepting the provincial nomination, the applicant’s CRS score will increase by 600 points, virtually guaranteeing they will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw. After receiving an ITA, the applicant must prepare and submit an official application for Canadian permanent residence within the designated timeframe. Applications for permanent residence submitted through Express Entry are generally processed within six months.
