安省省提名雇主担保海外劳工通道，是安省政府管理运营的省级提名移民项目中隶属于雇主担保类别中的一个申请通道。针对已获取安省合规雇主工作机会，且具有一定技术型工作经验的外籍劳工。该通道属于普通纸质省提名，无需在快速通道中建档入池，也不能给快速通道加600分。候选人在安省省提名意向表达系统注册入池后根据条件打分排序，择优获邀递交省提名申请。获批省提名后向联邦递交加拿大永久居留权申请。

Ontario Foreign Workers is one of the Employer Job Offer streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. Foreign Workers targets foreign nationals with skilled work experience who possess a valid job offer from an Ontario employer. Candidates who are successfully nominated through the Ontario Foreign Worker Stream will be invited to submit an official application for Canadian permanent residence.

安雇海外劳工申请条件 Program Requirements

工作机会 Job Offer

符合要求的省提名候选人，必须获得安省合规雇主出具的全职且有效的工作机会，且雇主提供的报酬必须等于或高于安省该职业的薪资中位数。同时，该岗位必须归属于加拿大国家职业分类NOC中技能等级0、A或B类。

In order to qualify for the Ontario Foreign Worker stream, a foreign national must have a valid job offer from an Ontario employer. The job offer must be for a full-time position, paid at or above the median wage level for that occupation in Ontario. The position must be at National Occupational Classification (NOC) Skill Level 0, A, or B.

工作经验或执照要求 Work Experience or Licence

安省雇主担保海外劳工类省提名申请人必须符合下列两个条件之一：

1. 工作经验：申请人在过去五年内必须累积至少两年，且与安省雇主出具工作机会所述工作岗位一致的全职技术型工作经验。
2. 执照或授权：申请人必须持有由安省合规监管机构颁发的，且与安省雇主出具工作机会所述工作岗位相对应的执照、证书或授权。

Any person applying to this stream must meet one of the two following requirements:

1. Work Experience: The candidate must have a cumulative amount of at least 2 years of full-time, skilled work experience obtained within the previous 5 years. This work experience must be in the same NOC code as the occupation listed on their Ontario job offer.
2. Licence or Authorization: The candidate must show that they hold a valid licence, certificate, or authorization to practice the profession indicated on their Ontario job offer. The licence must have been issued by an eligible regulatory body in Ontario.

居住意愿 Intention to Reside

所有安省省提名申请人必须提供包括但不限于过往教育和/或工作经历、省内房产物业投资、家庭关系、社会活动等在内的证明材料，证明其有意向在安省永久定居。

All applicants to the Ontario Immigrant Nominee Program (OINP) must prove their intention to reside in the province. This can be shown through connections to the province (relatives, past education, etc.), investment in the province (purchase of property), or efforts to participate in Ontario society (volunteering, work experience, etc.).

雇主资质 Employer Requirements

符合安省雇主担保海外劳工类别的申请人，必须获得安省合规雇主授予的有效工作机会。

In order for a candidate to apply to the Ontario Foreign Worker stream, they must have a valid job offer from an eligible Ontario employer.

工作机会要求 Job Offer Requirements

雇主必须提供全职、永久性，且薪资符合安省相关行业标准的工作机会。

The employer must offer a full-time, indeterminate position with a wage that meets industry standards.

企业资质 Business Requirements

安省雇主担保项目合规企业必须在安省创建并设立固定经营场所，并在递交担保申请时至少拥有三年的良好运营历史。同时，企业还必须满足最低年营业额和雇员要求：

• 大多伦多地区内（多伦多市、杜兰区、荷顿区、约克和皮尔区）：递交申请前一财年年营业额不少于$100万加币，且聘用至少五名加拿大公民或永久居民全职员工。
• 大多伦多地区外：递交申请前一财年年营业额不少于$50万加币，且聘用至少三名加拿大公民或永久居民全职员工。

The business must be established and in good standing in Ontario with a history of good workplace and business practices. The business must also meet minimum gross annual revenue and employee requirements:

• Inside of the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions): A minimum of $1 million CAD in gross annual revenue, and; At least five full-time employees who are Canadian citizens or permanent residents.
• Outside of the Greater Toronto Area: A minimum of $500,000 CAD in gross annual revenue, and; At least three full-time employees who are Canadian citizens or permanent residents.

招聘要求 Recruitment Requirements

雇主必须证明其在向外籍劳工提供该工作机会前，已努力尝试通过招聘加拿大公民或永久居民填补岗位空缺；除非该外籍劳工已被授权可以在安省合法就业。换而言之，如果外籍劳工没有加拿大工签或不属于工作许可豁免情况，则雇主需要先发布招聘广告。

The employer must demonstrate that reasonable efforts were made to recruit a Canadian to fill the position prior to offering the position to a foreign national unless the foreign national already has authorization to work in Ontario.

申请流程 Application Procedure

符合条件的候选人可以随时通过安省省提名电子申请门户网站随时提交意向书入池。安省政府通过意向表达系统根据省提名候选人条件为其打分并排序，在每次抽取中择优发放省提名申请邀请函。

收到邀请后，省提名申请人需要在14天内提交完整的申请材料。审批结果将通过电子申请门户网站内的ONe-Key账户告知被提名人。省提名获批后，移民申请人向联邦移民部递交永久居留权申请。由于该通道属于普通纸质省提名项目，联邦审理周期在18至22个月左右。

This stream operates under the OINP Expression of Interest system. Eligible applicants can submit an EOI through OINP’s e-Filing Portal throughout the year for the chance to be invited to apply for nomination. Profiles are ranked on an OINP points-based system. The highest-ranking candidates will be issued an invitation to apply in one of the OINP draws.

Once an invitation is received, the applicant has 14 calendar days to apply for nomination. If the province approves the application, Ontario will notify the applicant they have been selected for provincial nomination. This notification will be sent to the applicant’s ONe-Key account within the e-Filing Portal.

After receiving a provincial nomination, an applicant must submit a federal application for Canadian permanent residence. Applicants in this program must complete and submit a paper-based application for permanent residence and submit it by mail to the appropriate application centre. Paper-based PNP applications for permanent residence are generally processed within 18-22 months.
